摘要
This study attempted to examine the foreign affairs police's response system and its effectiveness to crime phenomena in areas where foreigners are concentrated, and to present a structural and sustainable operation plan based on this. Apart from the fragmentary and stimulating description of foreign crimes, it was approached from a neutral and analytical perspective in consideration of structural factors such as social exclusion and institutional defects. To this end, social exclusion theory and community police activity theory were introduced as an analysis framework, and domestic and foreign statistical data and response cases in Germany, France, and Japan were compared and analyzed. As a result of the study, it was confirmed that it is necessary to strengthen the organizational capabilities of foreign police, establish a legal and financial foundation, and introduce community-centered prevention strategies. Ultimately, this study can be used as basic data for establishing a sustainable security system in a multicultural society.
