Beijing seeks a difficult balance in AI regulation

Significance While their progress is good news for the Chinese economy, it puts the government in a conundrum. Beijing understands that fulfilling its economic and political ambitions requires being an AI leader, and is taking steps to promote domestic development. However, it is concerned that AI development may require loosening controls over data and information it sees as crucial for both national security and political stability. Impacts A separate AI ecosystem will likely emerge in China. The domestic ecosystem will be led by existing tech giants such as Baidu, Tencent and Alibaba. A restrictive AI policy would further undermine multinational companies’ already low confidence in China’s business environment. A deep AI talent pool and vibrant ecosystem will continue to make China an attractive country for US-based 'big tech' to host research labs. Research efforts by US-based 'big tech' in China will increasingly come under scrutiny by Washington.
