摘要
The rapid urbanization process and climate change in recent years have aggravated the water disasters in the urban region of Fuzhou. Although various flood prevention and drainage projects have played an active role, the water problems in urban Fuzhou need to be addressed. Practice proves that engineering treatment technology is not enough for solving water disasters, and a perfect disaster management system is also necessary. This paper summarized and discussed the successful experience of mechanism and institutional reform, the application of advanced science and technology, etc., in flood disaster management in Fuzhou. Considering the Tropical Storm Lupit as an example, comparing the rainfall volume with the drainage ability of sewer network to gain the risk level of waterlogging disaster. The practical experience in Fuzhou makes us believe in the significance of management for water disaster prevention. It also provides a reference for water disaster management in other similar cities.
