Study on the sustainable development of New Rural Cooperative Medical Scheme in mid-western area based on the inpatient reimbursement

We analyzed New Rural Cooperative Medical Scheme development in mid-western areas.The results showed that the inpatient reimbursement rate was improved,while practical rate was lower than the policy rate.There were big differences of inpatient reimbursement rate in different areas and organizations.The changing reimbursement rate could not show the policy effects.We proposed to use practical reimbursement rate as the indictor rather than policy reimbursement rate,supervise the medical organizations,control medical costs,stabilize reimbursement policy,and build reimbursement policy adjustment mechanism.
