On the Causes for "Cheating" in the Application of Basic Living Allowances and the Countermeasures

The Basic Living system plays an important role in remitting the problem of the urban poor, maintaining social stability, and promoting the development of society and economy. In recent years, however, with the deepening of Basic Living system, some bad phenomena such as cheating Basic Living Allowances and false Basic Living Allowances. These phenomena are related to the perfection of Basic Living system, the identification of Basic Living objects, credibility of Basic Living applicants, and cultural skills of Basic Living applicants. To solve these problems, it is necessary to further construct and perfect Basic Living system, strengthen the work for application of Basic living Allowances, train the applicants into self-dependent employees.
