The functional plan

The functional plan for organization of the Engineering Profession is not a new plan. It has been referred to as the “AIEE Plan,” the “Coover Plan,” and the “San Francisco Plan.” The purpose of this article is to clarify the intent of the plan and to remove certain misunderstandings which have arisen.
