The Relevance of Clusters for Innovation Policy in Latin America and the Caribbean

This paper discusses the unique insights that the concept of industry clusters brings to the question of the proper design and implementation of innovation policy in Latin America. It begins by characterizing trends in the use of cluster ideas in development policy making in Latin America, the United States, and Europe.
