The Method of Poverty Measurement and The Targeting of Anti-poverty Goals——Based on Foster Poverty Index

The government usually pursue minimization of poverty when the government help the poverty people.At the same time,the government use the poverty index to evaluate the poverty and anti-poverty policy effect.Based on this,the paper analysis the relationship between the method of poverty measurement and the targeting of anti-poverty goals.As result,we suggest that China should adopt Foster poverty index(0α1) as the poverty evaluation tools.
