Coconut Creek (Florida), ISSN 0749-0208.Marine cultural industry is a kind of marine civilization expenditure to meet the spiritual and material needs of the public. It is an industrialization means based on the development and utilization of marine cultural resources. Through the production of sea related cultural products, we can improve the development of sea related cultural service industry. However, there are still many problems in the development strategy of China's marine cultural industry, which will affect the output of the comprehensive strength of China's marine cultural industry. Therefore, we must innovate the management mode of marine culture industry, which requires the joint efforts of the government and enterprises. By making full use of marine resources, China's marine industry culture can actively respond to various disadvantages and threats on the basis of national strategic policies, which will drive the development mode of marine cultural industry resources. Through SWOT analysis and analytic hierarchy process, this paper analyzes the constraints of marine cultural industry, which will better to innovate the management of marine cultural industry.
