摘要
A conflict exists between blockchain public ledgers and data privacy protection, with existing regulatory solutions facing threats from regulatory private key abuse and quantum computing. This paper proposes a blockchain privacy protection scheme based on BFV fully homomorphic encryption and threshold regulation. By leveraging BFV encryption for larger plaintext spaces and more efficient noise control mechanisms, the encryption and decryption efficiency for identities and amounts has been significantly enhanced.; a threshold mechanism enables indirect decryption through multi-party collaboration, eliminating the need for direct use of regulatory private keys throughout the process and fundamentally preventing abuse risks. Theoretical analysis and experiments demonstrate that this scheme enhances both efficiency and regulatory security, exhibiting strong practicality and deploy ability.
