A novel chiral ligand(cinchona alkaloid derivative) was easily prepared from 1,4-dichlorophthalazine by a two-step reaction.The structure was characterized by(~1H NMR,) ~(13)C NMR and MS.Application of the ligand-OsO_4 in the asymmetric dihydroxylation reaction of several olefins afforded corresponding chiral diols in yield of 91%~94% and 93% e.e.~99% e.e.,while the results for asymmetric aminohydroxylation reaction of olefins were 45%~63% yield and 83% e.e.~95% e.e..
