摘要
Rural decline is often equated with demographic contraction or treated as an inevitable consequence of modernization. This study challenges that view by developing a systems-oriented framework that conceptualizes rural decline and revitalization as processes of relational and functional reconfiguration. Integrating systems theory, push-pull dynamics, and the interaction between productive forces and relations of production, we view rural systems as open, adaptive and multifunctional configurations whose trajectories depend on how population, land, industry, institutions, space and ecological processes are reorganized over time. Rural decline emerges not from population loss alone, but when persistent mismatches among these elements erode the capacity of rural territories to sustain multiple functions; revitalization, conversely, involves their adaptive realignment through technological change, institutional reform, collective action and place-based governance. Applying this perspective to China, we situate the Rural Revitalization Strategy within a longer trajectory of rural restructuring and state intervention, and show why demographic contraction can coexist with stronger productive, ecological or other territorial functions. The analysis highlights the importance of territorially coordinated governance, rural multifunctionality, institutional adaptability and distributional outcomes, while recognizing the roles of agency, power and place-specific conditions. China’s experience therefore offers a comparative analytical lens for understanding rural transformation rather than a policy blueprint for replication.
