Several problems in bidding invitation and purchasing for technical retrofit project in Utility

The limitation of fund and forms of bidding(such as openning bid or invitational bid) for the bidding and purchase of technical retrofit program are described, and the pros and con of each form are compared and an analysis on the definition of bidding requirement, bidding purpose and the writing of bidding invitation documents are carried out. The main factors in the standard of bidding evaluation are considered from the technical view and also the fairness of the bidding invitation activity of from the survalent view.
