Reconstruction of Anti-poverty Policy Based on the Idea of Scientific Development

The researches on the issues of poverty and anti-poverty differ in accordance with the economic development.Nowadays,the absolute poverty,the state in which people could not be fed or clothed,has developed into a relative poverty,a state in which people can satisfy their basic survival needs.The poverty is no longer defined in a narrow sense but in a broad sense.It has changed from the lack of necessities to the refusal of some fundamental rights,such as education,employment,health,social involvement.To carry out the anti-poverty policy,we should stick to humanism and the idea of relieving the poor spiritually as well as materially.
