The Total Factor Productivity(TFP)of high-tech industry in China during 2002-2010 is analyzed based on the th-ree-stage Malmquist index model.It is concluded that environmental variables and random factors have significant influence on the total factor productivity.Traditional Malmquist index have over-estimated the change of TFP,technological advance and the technological efficiency index.If the influence of environmental variables and random factors are rejected,TFP is a decreasing trend during 2002-2010.The results also show that number of enterprises and government funding are favorable to the efficiency growth of high-tech industry.But GDP and number of ST institutions have no significant effects on the efficiency of high-tech industry as they should have.Then,some policies are proposed to promote the development of high-tech industry.
