摘要
Explains that once the needs for quality infrastructure (QI) services have been clearly identified and the elements of the QI have been mapped using the diagnostic tools, then the challenge remains to develop appropriate projects to close the gap between demand and supply regarding QI services. With countries wishing to gain maximum advantage from global trade, any existing fragmented QI and technical regulation requires streamlining, starting with governments creating a clear quality policy and strategy and then (1) reforming the QI legal and institutional framework; (2) creating an awareness, information, and training campaign; (3) developing standardization for competitiveness; (4) strengthening metrology and accreditation; (5) addressing special considerations for QI development projects; (6) streamlining and harmonizing technical regulations with international standards and target markets; (7) understanding the role of standards compliance in global value chains and foreign direct investment; (8) improving the quality of domestic products to meet standards; (9) enabling innovation; and (10) solving conflicts of interest.
