On Measuring of Consensus Unanimity

Consensus is the common opinion formed by society or social groups towards some public concerned disputed issues.To guide or lead public opinion is an important means to consensus controlling.The degree of consensus unanimity is the objective standard of measuring the existence and the degree of consensus.Starting from the measuring of consensus unanimity,the paper advances the concept of unanimity index through illustration and comparison of the present ways to separate(people′s) opinions,public opinions and majority's opinions from each other so as to improve measurement and operation of consensus guidance.
