Generative AI is rapidly permeating scholarly workflows, from literature discovery and synthesis to writing and editorial processes. Yet, norms for disclosure, verification, and accountability remain fragmented. This panel symposium examines two tightly coupled governance challenges emerging in academic publishing: (1) the disclosure dilemma, in which transparent reporting of AI use may function as either a trust signal or a stigma cue, and (2) the policing burden, concerning how detection, verification, and responsibility should be distributed across the publication ecosystem.
