Optimal layout and safety development of marine industry in China

Existing research on layout of the marine industry is still at a scattered exploration stage, and results calculated with a relatively mature grey correlation method indicate that China is divided into three major industrial correlation regions with Shandong, Shanghai and Hainan as the core respectively while marine departments are still lack of correlation among them. According to calculation results of the Hector fender index, China's marine industry is at an upper level with moderate concentration as a whole while that of traditional marine industry is higher than newly emerging marine industry. In the future, in addition to perfecting laws and regulations related to the marine industry, measures should also be taken to speed up the construction of a national macroeconomic regulation and control system targeted at layout of the marine industry.
