New cogeneration and other non-utility power plants

Information gathered on cogeneration and independent power plants shows that a variety of technologies are being used. Gas turbines are still in the lead, sometimes fueling a combined-cycle system. But fluidized bed units utilizing such fuels as fluid petroleum coke and coal plant waste are making their presence felt. Independent power plants, producing electric power only, are beginning to appear. The first built since the enactment of PURPA is half-finished; its second phase is due on line later this year. One plant burning coal waste qualifies for tax exempt bonds in its state as a waste disposal facility. This paper is a sampling of recently or soon-to-be completed cogeneration, small power, independent power, and other non-utility power plants.
