The rapid development of renewable energies along with the development of smart grid technologies has created a significant need of having a smarter power system. To this end, Information and Communication Technologies (ICT) will be playing the most fundamental role of monitoring, controlling and protecting the power system operation. Thus, this paper investigates the impact of ICT on network reliability. In particular, ICT coupled to Time Varying Line Rating (TVLR). The suggested methodology is implemented on IEEE -14 and 24 test systems to conduct the reliability assessment, accounting for the interoperability based on Sequential Monte Carlo of ICT and the power network components, considering ICT communication (C) and information (I) infrastructure prone to fail. The results show that the impact of ICT unavailability relies on the power network architecture, and that I-Failure is the most contributing factor in decreasing the network adequacy. Hence, it is worth investing in the ICT quality to maximize its benefits and therefore improve the reliability of the system.
