In order to pursue smoothly the system of open administration, we must change and transit the present pattern of administrational management as the auxiliary reform measures of the open administration, that is, the controlling administration into service administration, the all-power administration into limited administration, over compulsory administration into introducing administration, and the camera obscura administration into open administration.
