Top-Down Mechanisms: Governmental River Chiefs

The politics of responsibility is the basic feature of modern democratic politics, and it is also the internal logic that must be followed to promote the system of River Chief System. To realize the politics of responsibility, it is necessary to observe the coherence of rights and duties in the allocation of power, to strengthen the supervision of responsibility in the exercise of duties, and to evaluate and hold accountable the effects of the exercise of power (Hao, Y. Regarding the River Chief System, according to the requirements of the responsibility policy, it is necessary to effectively clarify the power allocation of river chiefs, standardize the fulfillment of river chiefs' responsibilities, and improve the effectiveness of river chiefs' water management.
