[National implementation guideline for prevention and management of chronic obstructive pulmonary disease in primary care (2025)].

Chronic obstructive pulmonary disease (COPD) is the most common chronic airway disease, with its screening, early diagnosis, and long-term management primarily relying on primary healthcare institutions. To better implement the standardized management requirements for COPD outlined in the National Basic Public Health Service Program and provide operational guidance for primary healthcare providers, experts from relevant fields including respiratory medicine, general practice, traditional Chinese medicine, and nursing have jointly developed this guideline. This guideline aims to enhance primary care's comprehensive management capabilities for COPD and improve patient outcomes. Specific content includes: defining standards for establishing primary care management teams, equipment configuration, and medication stockpiling; optimizing screening and diagnostic/treatment processes for COPD; refining quality control and report interpretation for pulmonary function testing; strengthening non-pharmacological interventions for stable-phase patients; Standardizing the identification of acute exacerbations and establishing bidirectional referral pathways; Integrating distinctive features of traditional Chinese medicine and key respiratory nursing practices; Improving health record management and follow-up systems.
