Application of Improved Combination Weight Determination‐VIKOR Method in Decision‐making under Interval Intuitionistic Fuzzy Environment

Abstract The decision‐making methods for emergency rescue schemes in hydraulic engineering typically rely heavily on subjective judgments, which can lead to biased or suboptimal decisions. To address this issue, an emergency rescue scheme decision‐making model based on the improved combination weight determination‐VIKOR (VlseKriterijumska Optimizacija I Kompromisno Resenje) method is proposed to carry out the comparison of emergency rescue programs more effectively and reduce the subjectivity of the weights in the decision‐making process. Firstly, the interval intuitionistic fuzzy set is introduced to express the expert evaluation information, and the objective weights of the emergency rescue evaluation indicators are determined based on entropy weighting method, so as to get the combination weights of the indicators. Secondly, the VIKOR method is used to calculate the weighted Euclidean distance between the comprehensive evaluation matrix and the positive and negative ideal decision matrix, and based on the distance matrix, the group utility value, the individual regret value, and the comprehensive evaluation value of each program are calculated, and the optimal program is determined by this. Finally, the model proposed in this paper is validated by a real case study, and the results show that the decision‐making model can better quantitatively evaluate the emergency rescue program of hydraulic engineering construction. This method proposed can consider the ranking of a variety of evaluative values, reduce the subjectivity in the decision‐making process, and enhance the rationality and effectiveness of the decision‐making process.
