Practice Strategy and Guarantee Mechanism for Ethnic Relations Monitoring and Early Warning

Monitoring and early warning for ethnic relations are not only a technical issue but also extensive and complex system engineering.Through analyzing the main functions of monitoring and early warning,several problems during early warning practice are put forward in this paper,which include the five areas,such as information collection, information disclosure,early warning program execution,organizational support,laws and regulations and so on.Early warning practice strategies are discussed from the practice tools,core work and early warning tasks.Especially we should adopt the overall planning and step-by-step principle,and integrate existing information resources as far as possible to avoid duplication waste of resources.Finally some countermeasures and suggestions are proposed in monitoring and early warning guarantee mechanisms.
