Features of public procurement risk management in the context of threats to national security

В статье рассмотрены особенности управления рисками государственных закупок в условиях угроз национальной безопасности. Проанализирована специфика сравнительной важности рисков по различным критериям качества государственных закупок в стабильной экономической обстановке и в условиях чрезвычайных ситуаций. Показано, что при необходимости срочных госзакупок в интересах национальной безопасности критерий развития конкурентной среды через стимулирования конкурентных закупочных процедур должен уступить место минимизации риска срыва поставок или недоброкачественных поставок. Для этой цели предлагается дальнейшая либерализация практики закупок у единственного поставщика с одновременным усилением контрольных механизмов. The article discusses the features of public procurement risk management in the face of threats to national security. The specificity of the comparative importance of risks according to various criteria of the quality of public procurement in a stable economic environment and in emergency situations is analyzed. It is shown that if there is a need for urgent public procurement in the interests of national security, the criterion for the development of a competitive environment through the promotion of competitive procurement procedures should give way to minimizing the risk of supply disruption or low-quality supplies. For this purpose, it is proposed to further liberalize the practice of procurement from a single supplier with a simultaneous strengthening of control mechanisms.
