Administrative license has tow properties:to vest sb with some right and relieve some prohibition.The basic form of administrative license is to make a decision that approbates parties' application or not;administrative license can adopt either a written form or the other forms;administrative license must take a general prohibition as precondition.Aiming at the questions in administrative license,the author point out that we should standardize administrative licenese emphatically in follow three ways:to standardize the setting of administrative license;to make the criteria and the conditions of administrative license definite;to perform the procedure of administrative license.
