As one kind of practice research,the goal of ethics review is to do good.However,investigator becomes a person with good virtue through do something with good virtue.The author considers that action virtue is the foundation of ethics review,thoughts virtue is the ideal goal of ethics review.In addition,the practice route of ethics review is investigator from action virtue to thoughts virtue.
