In order to solve the existing limitation during the petrochemical industrial park regional safety planning,the attempt of risk-based safety planning was proposed.Technical schemes of quantitative risk assessment and regional planning of petrochemical industrial park were established,including the hazard identification,unit selection,accident screening,different targets' risk criteria,the park accumulative risk calculations and basic principles of risk-based regional planning.Quantitative assesment,regional planing and distribution on the project of phosgene and phosgenation products in a certain petrochemical industrial park were carried out by using the established technical schemes,and the results were compared with the current safety distance standard.Since the real characteristics of danger source and risk tolerance of different targets were considered,the risk-based petrochemical industrial park regional safety planning were more targeted than the traditional safety distance methods.
