Research on Incentive Mechanism of Innovative Talents for Government Macro Management

There are many incentive measures for creative talents,but studies on the field and degree of the government involved in is not deep enough,resulting in repitition or blank incentive measure in the actual operation.Just for the government's macro management,after analysing the stakeholders' relationship of the innovative talents,this study clarifies the role of government and its focus on innovative talents.For the government,enterprises and institutions,the result will contribute to provide the conditions to meet the major needs of the innovative talents,improve the efficiency of public resources,and establish more scientific reasonable and perfect incentive mechanism.
