Although the rule of law has in the past been derided as reactionary or vague, nowadays it has a settled meaning. It consists of a number of specific ingredients seeking workable objectives. It has force as a principle governing and constraining all branches of government and is implemented through judicial review. It is increasingly accepted internationally, such as through Council of Europe guidance. It is not a monopoly of developed societies but reflects a basic recognition of everyone’s equal dignity.
