Exploring Research on Urban Transport Strategic Management in China——Case study of Shanghai

After depicting of some opinions in Strategic Management and the situation in Shanghai,an elementary Urban Transport Strategic Management Framework was established here.The framework consists of Actions of strategic thought, Mechanism of strategic circle control,organization of strategic management,and System of strategic performance measures. Strategic thought is the core action in strategic management;strategic circle control means process management of planning, decision-making and implementing;strategic management organization represents powers and responsibilities of the managers and coordination inside;strategic performance measures was used to evaluate the implementation of strategies.In this paper,takingShanghai Urban Transport White Paperas an example,the elementary framework was analyzed and some suggestions were put forward.
