In the distant past, when government was little more than a meeting of tribal elders, the maintenance of law and order was not only a major concern of government, it was the only concern of government and its reason for existing. It therefore cannot be surprising that it has been seen as important throughout history that a government should make good laws, should preserve order and should do so in ways which satisfied the people’s sense of justice and guaranteed their security.
