Denver's charter changes: The work of scholars and practitioners

Abstract Denver recently used an innovative method to revise its charter—university scholars and researchers, through the Denver Urban Observatory, joined city policy makers in a unique, successful approach to winning citizen approval of five charter amendments, the first comprehensive review of the charter since 1948.
