Study on Baseline Evaluation Application in Science and Technology Assessment

Baseline is the basis and important means of evaluation,while the baseline of science and technology evaluation is even important for the evaluation results and their application.The paper discusses the definition,function,establishment and application of baseline from the general sense of scientific measurement and social development evaluation.And the baseline indicators of a science and technology programme is presented as an example to discuss the method of establishing baseline.Lastly,suggestion on baseline evaluation is put forward to promote science and technology evaluation in China.
