摘要
Power grid enterprises have a great number of projects in a high value. Their investment decisions need to be fully evaluated according to the project's critical characteristics and it is necessary to realize the reasonable allocation of funds through optimization of investment packages. In this paper, the new internal and external situations and new requirements facing the development of power grid are considered to propose the new principle of index system establishment, i.e. "define characteristics macroscopically and define indexes microscopically"; adapt to the different policies, economies, safety conditions and strategies of different regions; establish an advanced, systematic and operable system of critical characteristics and indexes; and compile the calculation methods and steps to apply the index system for project evaluation. Finally, the calculation results of practical examples of power grid projects are referenced to prove the scientificity and accuracy of the index system and evaluation method and effectively support the investment decision of grid construction.
