Presents the best satellite constellation covering a specific area obtained though analyzing typical constellation designs of mobile satellite communication systems, for regional coverage, zonal coverage and global coverage,and using circular polar orbit or inclined circular orbit and proves that the zonal coverage satellite constellation design method considering relationship of the satellites phases between different orbits is well advanced.
