HAS ADA TURNED TRANSIT PROPERTIES INTO SOCIAL SERVICE AGENCIES

This editorial examines transit systems' implementation of the Americans with Disabilities Act (ADA). From mass transit, they've had to adjust to customized transit in the form of paratransit services. Legal challenges to the way they are meeting ADA requirements could lead transit agencies to re-examine their ADA-mandated practices.
