The Trilemma of Democratic Reform

This chapter discusses the definitions of three democratic values — deliberation, political equality, and participation — and how they pose a predictable pattern of conflict. Attempts to realize any two will undermine the achievement of the third. The three outcomes pose a trilemma, a kind of dilemma with three corners. To the extent the trilemma holds for the design of institutions, democratic reformers face some difficult value choices.
