A Thinking on Reforming the Appropriation System of Higher Institutions

Defects in the existing appropriation system are pointed out. The practical measure of “Comprehensive Norms Plus Specific Subsidy” is evaluated. And a conception is formulated that more appropriation parameters are to be added and that an appropriation pattern with more policy parameters are to be established.\;
