Tsarist Russia's Investment in Transport

This study considers how far the modernization of Russia's transport system met the needs of her expanding export trade before 1914. It questions the economic rationality of investment in Russia's transport infrastructure and argues that investment policy was weighted too much in favour of railway construction at the expense of the development of freight handling facilities, ports, roads and waterways
