Prospects of Development of Personnel Capacity of the Udmurt Republic

The paper presents such concepts, as «potential capacity», «personnel/workforce», «workforce capacity». Statistics are provided on unemployment rate at the territory of Udmurt Republic as of the beginning of 2014. The author proposes recommendations on further reducing the numbers of unemployed and outlines specialties in demand, considers, how workforce capacity is formed and used; how inner and outer conditions, under which workforce capacity is developed, are formed; describes ways to enhance effectiveness of workforce capacity use; considers the important attributes to be taken into account when forming workforce capacity, the way to assess present workforce capacity. The author also proposes a number of regional-level problems to be solved in coming years and a set of activities, conducive to improving and developing workforce capacity of Udmurt Republic.
