O&M Instruction for Blind Children in Rural Areas—Whose Responsibility?

Although large schools in metropolitan areas are generally able to provide blind children with orientation and mobility instruction from certified mobility specialists, small schools in rural areas often find this impractical. The result of this situation is that the resource or itinerant teacher of the visually handicapped may also become the first orientation and mobility instructor for young blind children. This article offers several specific suggestions to facilitate the effectiveness of the resource or itinerant teacher in this role.
