Strategic public management for sustainable development: public value co-creation experiences

This study explores how strategic public management (SPM) and public value co-creation (PVCC) drive sustainable governance, using energy communities (ECs) as a case. Applying the public value scorecard (PVSC), the authors examine economic, social, and environmental impacts while addressing stakeholder engagement and financial sustainability. Findings highlight the replicability of PVCC models beyond ECs, offering a framework for participatory governance. The article underscores the role of legitimacy, operational capacity, and co-creation in fostering resilient public sector innovations.
