Discussion on the Transformation of the Personnel Management into the Human Resource Management

Based on introducing the concepts of the personnel management and human resource management,this paper compares the differences of the personnel management and human resource management from aspects of the management emphases,management method,management strategy and management system,and advances some main measures for strengthening the human resource management.
