Based on the inter-provincial panel data from 1990 to 2010,the paper measures and analyzes agricultural total factor productivity(TFP)in China by the DEA-Malquist Index method. The empirical results indicate that both technical efficiency and technical progress increase agricultural TFP in China, but technical progress plays a leading role. The agricultural TFP in China has spatiotemporal differences. The fluctuations of agricultural TFP in China,in Three Belts and in most of the provinces attribute to pure technical efficiency, and are independent of scale efficiency. Therefore,in order to speed up transition of economic development mode,China is not only to make the progress of agricultural technology, but also to focus on different key areas of agricultural input in different belts
