The location and allocation of emergency resource for large-scale disaster are of paramount importance for the performance of relief resource assurance function.Based on grading rules,the demand for emergency resources in each disaster area at two levels is determined by means of grouping disaster areas and scene analysis,meanwhile,mechanism analysis of rescue process is also considered when the grade is high.To solve relief resource distribution and allocation problem,in this paper we propose a multi-objective model suitable to multi-supplier and multi-demand by respectively considering the allocation of resources at two levels,in the hope of helping decision makers effectively select sites and allocate resources.This paper explores the algorithm of the model and gives a numerical example finally.
