Principes politiques et instruments du Conseil de l’Europe pour l’intégration linguistique des adultes migrants

RésuméRésuméLe Conseil de l’Europe a développé des principes d’action et des instruments opérationnels destinés à accompagner les Etats membres dans leur gestion de l’intégration linguistique des migrants adultes. Il se fonde à cette fin sur les dispositions de la Convention européenne des droits de l’homme (art. 8) et sur la Charte sociale européenne (révisée 1996).Dans ce domaine, son Unité des politiques linguistiques a pu prendre appui sur la très large diffusion du Cadre européen commun de référence pour les langues (2001). Elle a élaboré une certaine conception de l’intégration linguistique, qui n’est pas un processus à sens unique. On y considère aussi que les formations linguistiques à proposer aux migrants doivent être diversifiées et conçues sur mesure, car « migrant » est une catégorie sociologique ou politique mais en aucun cas linguistique. Pour répondre aux besoins des professionnels du domaine (décideurs, organismes de formation…), l’Unité des politiques linguistiques a créé un site (Intégration Linguistique des Migrants Adultes, ILMA) mettant à leur disposition des ressources variées.Avec l’arrivée en Europe des personnes fuyant les théâtres de guerre, l’Unité a entrepris de créer des ressources pédagogiques spécifiques pour les bénévoles qui cherchent à organiser des activités de nature linguistique dans les structures d’accueil (projet de site web : Ressources linguistiques pour le réfugiés). On analysera ces ressources par rapport aux principes généraux du Conseil de l’Europe et on montrera les spécificités de cet instrument disponible en ligne et en sept languesAbstractThe Council of Europe has established principles and operational tools to support Member States in their management of the linguistic integration of adult migrants. These are based on the European Convention on Human Rights (article 8) and on the European Social Charter (revised version of 1996).In the course if this work the Council’s Language Policy Unit was aided by the wide dissemination and use of the Common European Framework of Reference for Languages, published by the Council of Europe in 2001. The Language Policy Unit has developed a concept of linguistic integration which is a two-way process between the migrant and the host community. It was decided that, since “migrant” is a social and political rather than in any sense a socio-linguistic category, language courses intended for migrants should be varied and ‘tailor-made’. The Language Policy Unit therefore created the LIAM (Linguistic Integration of Adult Migrants) website, which contains a range of resources to meet the needs of professionals in the field such as policy-makers and language course providers.Following the arrival in Europe over recent years of people fleeing war-torn countries, the Language Policy Unit also undertook to provide specific pedagogic resources for volunteers providing language support for refugees in transit and at reception facilities. These resources are made available on a separate website known as a Council of Europe Toolkit. In this paper these resources, which are freely available online in seven languages, will be discussed in the light of the of the Council of Europe’s general principles, and examples of the tools will be described in some detail.
