Global Water Bankruptcy diagnoses a critical failure in international water governance: the persistence of a "crisis" narrative that treats permanent hydrological insolvency as a temporary shock. This report argues humanity has transgressed planetary boundaries, shifting from water stress to "bankruptcy"—a state where renewable flows ("checking accounts") and non-renewable reserves ("savings accounts") are simultaneously overdrawn. The result is systemic degradation, evidenced by the loss of 410 million hectares of wetlands and irreversible aquifer compaction. Rejecting status-quo efficiency measures that fuel "investment lock-in," the authors propose a framework of "Water Bankruptcy Management." This approach prioritizes "fresh start" restructuring over restoration, advocating for the transparent write-down of unpayable water debts and the implementation of green transitional justice. By positioning water security within broader trade and finance architectures, the report calls for a radical pivot toward whole-of-government coordination to secure a stable future for the most vulnerable.
