Global Water Bankruptcy: Living Beyond Our Hydrological Means in the Post Crisis Era

Global Water Bankruptcy diagnoses a critical failure in international water governance: the persistence of a "crisis" narrative that treats permanent hydrological insolvency as a temporary shock. This report argues humanity has transgressed planetary boundaries, shifting from water stress to "bankruptcy"—a state where renewable flows ("checking accounts") and non-renewable reserves ("savings accounts") are simultaneously overdrawn.
